Some are bred to ripen as green tomatoes, others may not be ripe, maybe because the weather was simply not good enough to ripen them, they were picked too early or a sudden frost was expected so they had to be picked.

Unripe green tomatoes will not have sweetened, so mix with some sweet red tomatoes to balance the sweet and sour, or even consider a chutney. If you wish to ripen them, put in a dark dry cupboard for a few days, but even then some may not ripen. Do not try to ripen them in the sun as they may rot.
